21 scholarships are available under Category 1 for core staff and staff of the associated agencies of the:

• Ministry of Education, Culture and Science.
• Ministry of Food, Agriculture and Light Industry.
• Ministry of Foreign Affairs and Trade.
• Ministry of Health.
• Ministry of Defence.
• Ministry of Roads, Tranportation, Contruction and Urban Development.
• Ministry of Justice and Home Affairs.
• Ministry of Finance.
• Ministry of Mineral Resources and Energy.
• Ministry of Nature, Environment and Tourism.
• Ministry of Social Welfare and Labor.
• President's Office.
• Parliament.
• Supreme Court.
• Prime Minister's Office.
• Deputy PM's Office.

The scholarships will be awarded according to skills needs identified in ministry human resource development plans.
